I would always say play some Vanilla first to work out what you like and would like to mod. VRO is more for people that have already played a ton and want a better challenge. The mod feels good to play without the highways, as VRO has the travel speed designed without them, so I'd recommend to not have Super highways in the game, I think it also helps the fleets, as sometimes they tend to use the highways, and sometimes tend to not, especially the larger ships. But when modding be warned if your PC is average powerwise some mods add in a ton more ships and fleets so you could find your FPS tanking, so be wise when adding in mods that add to ship/fleet count.
